Tax Relief for Elderly & Disabled

York County’s Tax Relief for Elderly & Disabled program is designed to offer financial assistance to qualifying residents who are either aged 65 or older or permanently disabled. Under this initiative, eligible homeowners can receive either a full or partial exemption from real estate or mobile home taxes based on specific criteria. To qualify, individuals must demonstrate that their assets, excluding their primary residence, furnishings, and up to ten acres of land, do not exceed $220,000. They must also meet age requirements by being 65 or older or prove their permanent disability status as of December 31st of the prior tax year.

Income thresholds are also established: single owners must earn $55,450 or less annually (or $65,450 if permanently disabled), and for households with two or more owners, the combined income must not exceed $63,350 (with higher thresholds for disabled individuals). Applicants are required to submit documentation such as their Federal Income Tax Return (Form 1040), Social Security or Annuity Statements, W-2s, and 1099s along with their application, which must be filed annually with the Commissioner of the Revenue by April 1st.

The application process is complex, as the requirement to submit detailed financial documents annually by specific deadlines (April 1st or December 31st) could be problematic for some elderly or disabled individuals, potentially deterring eligible applicants.

The program offers varying levels of tax relief based on income, ensuring that eligible residents receive assistance proportionate to their financial need, with the maximum relief not exceeding predefined amounts based on household income brackets.
