After three years, the contract mandates that Mark’s annual salary increases will align with those received by other classified employees in York County. Furthermore, York County reserves the option to increase Mark’s base salary through other avenues. Negotiations between Mark and York County will determine the evaluation criteria.
As taxpayers, we can only hope for a better outcome than what this contract offers.
- Mr. Bellamy is granted a yearly car allowance of $10,000, distributed in monthly increments.

The most recent information regarding his vehicle mileage dates back to 2023, during which Mark was reimbursed $1,193.48 for the period from July 2022 to June 2023. Therefore, the current request exceeds 500% of the last disclosed amount.
- Expenses for membership dues in job-related professional organizations, as anticipated for a county administrator, totaled $3,493.11 from July 2022 to June 2023.
- Reimbursement for all travel expenses and registration fees for attendance at annual meetings, training sessions or similar gatherings within reason and subject to budgetary constraints including, but not limited to:
- International City/County Management Association
- American Public Works Association
- the Fleet Management Association
- Association of Equipment Management Professionals.
An employee under Mr. Bellamy’s supervision will likely report the budgetary constraints to the Board of Supervisors.
Signing Bonus? York County taxpayers provided Mark with a one-time payment covering the total value of his accumulated vacation and sick leave time, up to a maximum amount of $22,500. This payment was made before Mark received his first paycheck as the county administrator.
York County taxpayers will provide a lump-sum contribution equal to 5% of Mark’s base salary to a plan chosen by him. In the first year, this amounts to $10,850 based on a salary of $217,000, and in the second year, it equals $11,600 with a salary of $232,000.
Mark will have access to the same health, dental, life, and disability insurance benefits as other classified employees. Additionally, the taxpayers will cover (tax-free) group term life insurance for Mark under the same conditions as it does for other classified employees.
