Bureaucracy Metastasizes during Shandor’s Regime

YCSD BUREAUCRACY METASTASIZES

In the academic years of 2015, 2019, and 2023, the York County School District (YCSD) witnessed steady student enrollment figures, with counts of 12,519, 12,756, and 12,855 respectively. Surprisingly, despite this relatively stable student population and an unchanged school count of 19 countywide, the number of “Director” positions within the district grew from 7 in 2015 to 9 in 2019, and further to 14 in 2023.

This expansion in Director positions begs many questions about the superintendent’s strategy and priorities. Is Superintendent Shandor’s decision influenced by concerns about test scores? Given the dismal pass rates on SOL Writing Tests, it’s plausible that he’s aiming to correct this issue. However, the effectiveness of his approach seems to not be helpful at all.

Perhaps instead of hiring 7 additional Directors, a consideration of leadership effectiveness is warranted. If Superintendent Shandor’s strategies aren’t yielding the desired results, it might be time to explore alternative leadership options for the district.
